Yes.  But note that CVS *also* has such a tool ("cvs admin -k"), the
problem is due to some setup lossage on cvs.tigris.org, that command
doesn't work, so I have to fix this on the repository box.

i.e., There isn't a problem of general interest here, just a nit that
will go away after M3. :-)

The Helm permission system adapter for SVN will look almost exactly
like the one for CVS.  One or more application functions map to a
given Helm permission, regardless what the implementation of the
function looks like.  Some of the Helm permissions which functions of
CVS map to were previously missing from Helm's database.

I have to ask, how could we possibly know that, given that SVN's
interface to changing a log message after the fact hasn't even been
specified yet? :-)

Not until we upgrade tigris.org to version 1.2, which has not been
tagged in CVS yet.
