Regarding svn:  from what I have seen so far, maven scm remove only works locally, correct?  So what you would have to do is checkout a clean copy into the working dir and then remove, right?  We actually need this kind of functionality at our company, so yes, I could give it a try.  But I don't know how to create a PR properly.  Any help there would be appreciated.
