   hello ,I have the same problem.
   I solve this problem by use ``bin/pulsar-admin topics delete-partitioned-topic 
     persistent://my-tenant/my-namespace/my-topic``
   
   ``/bin/pulsar-admin topics delete persistent://test-tenant/test-namespace/test-topic-partition-0`` this is used to delete non-partitioned-topic
