is there a way to make Tomcat Case Insensitive for Windows

We have Tomcat running on Windows.  Is there a way to make Tomcat case insensitive?

Tomcat is a Java application.  Java is case-sensitive.  To change this, you 
would have to change the JVM.  Not likely.

I don't think so. Any attempt would (probably) cause massive pain in the future.
