    Description: https://repository.apache.org/ is unusable. Release promotion takes very long even for small artifacts (see https://repository.apache.org/content/repositories/orgapachesling-1218).  (was: https://repository.apache.org/ is unusable. Nexus' UI doesn't load and uploads are extremely slow.
