Verified the specified commit (commit dd60b6067dce917322ae8982bcec3be447dde3bc) is included in the latest pull from the daffodil repository.

Verified, via review, change identified in the commit comment were implemented. 

Verified the affected daffodil subproject sbt test suites executed successfully, including the uncommented and added tests.

Rolled commit back to a pre-fix commit, uncommented the initially referenced test (test_nulPad1). Executed the test and got the validation error reference in the 09/feb/23 comment. Verified on the fix commit the validation error no longer occurs.
