   - Enhance Instance class to support multiple tags and pools, allowing adding pools from API
   - Add instance assignment APIs including:
     - GET/PUT/DELETE instance partitions
     - Assign instances for a table
     - Replace instance in instance partitions
   - Assign instances if necessary while creating/updating table config
   - Backward-compatible, no change to the cluster if instance assignment is not configured
