FYI: Failing Celi Engine Unit Tests (was: Jenkins build is still unstable: stanbol-trunk-1.6 #1199)

Hi all,

since today the Celi WebService used by the Celi Engine responds with
"Status: 200 OK" and the content "Internal Server Error!" instead of
the expected SOAP message.

Because of that all tests for the CELI engine do currently fail with
"org.xml.sax.SAXParseException: Content is not allowed in prolog."

Normally UnitTests that access remote services do not fail if the
service is unavailable or encounters internal errors, but as in this
case - as the server answers with status 200 - this is not the case.
