[dev] Deleted all the -tentative tags

Just a heads up - you might have seen a bunch of Git push summary emails.

I deleted -tenative git tags for the past releases which are not needed
anymore.

In the past, ASF didn't allow tags deletion, but now it does so I cleaned
it up a bit.
