The Jikes Compiler up to the current Version 1.17 does not understand the
commandline switch '-encoding' on Windows Platform. So ANT should not
give him this Option, when running under Windows.

An advantage would be, that one could use Jikes for JSP Compilation with Tomcat 
4.1, as his JSP Engine Jasper uses ANT.
