Ok
I try to explane

First I download db-derby-10.11.1.1-bin.zip and explode it to folder.

Then  I try to start startNetworkServer.bat 
java .exe is  from java8_25 or _66

The result is on the screenshot.

Then I add argument -noSecurityManager and the server start to work.

In the first case there is NO ANY errors or stacktrace, simple nothing.

I have two different machines with same problem

 If  I use dreby 10.10 from java8_25 JDK  the network server is started.
