Found a workaround, though it is a bit exotic: replace

        <presetdef name="echo">
            <echo level="${l}"/>
        </presetdef>

with

        <macrodef name="def-echo">
            <attribute name="mval"/>
            <sequential>
                <presetdef name="echo">
                    <echo message="@{mval}"/>
                </presetdef>
            </sequential>
        </macrodef>
        <def-echo mval="${m}"/>

This forces ${m} to be evaluated during the presetdef itself.
