I think this is really similar to Issue 125894, so I put the status as
duplicated.

Hello,
I confirm, I have the same problem.
Tested with:
1. Open the file with Ubuntu 14.04 LTS 64 bits / OpenOffice 4.1.2.
The image are overlapped, and there is only one page
2. I have opened the same file with a Virtual Machine (Win 7) Operating System
Windows 7 (32-bit). Microsoft Office Profesional Plus 2010 (32 bits)
In this case the file has both image in different pages, (so they are not
overlapped).
I'm looking for a similar bug in the data base.
Meanwhile I recommend you to try:
"Right click on second picture and select and adjust Anchor. First picture is
anchored To Character, second anchored As Character."
