   RDL adapt Scaling API is `org.apache.shardingsphere.scaling.core.service.ScalingJobService` impl by `DistributedScalingJobService`
   
   There are 7 functions:
   - [ ] start: create a scaling job
   - [ ] stop: stop a job
   - [ ] list: list all jobs
   - [ ] remove: remove job
   - [ ] check: data consistency check
   - [ ] getProgress: get job progress
   - [ ] reset: reset target table data
