The home page refers to the 7-Zip file archiver,
while the other page refers to the LZMA SDK.
Apparently, they know the difference between
LGPL-licensed and public domain :-)

This may take more investigation.

The home page for the site, at http://www.7-zip.org says that the most
of the code is under the GNU LGPL, and gives this pointer:
http://www.7-zip.org/license.txt

which is certainly different from what the other page says.

Public Domain in general - my thoughts here are that we treat such things as a very basic "attribution please" license. We should record in the LICENSE/NOTICE files that the product either includes some discrete public domain binary, or that our source contains code from '7-zip: "COPY OF PD STATEMENT".'

On the header for source files... interesting question. By the spirit of a public domain statement we don't have to put anything there; so the simple solution would be to identify the inclusion in the LICENSE/NOTICE, but not in the source itself. Akin to something coming in via CLA that the author wants called out in the NOTICE.
