Scenario:
Create a Module Controller referencing a Target controller somewhere.
Save the plan
Rename one of the elements of the path to Target Controller and save the plan
Reload the plan
The Module Controller has lost the path to Target Controller

Hi again, sorry for the spam, seems like Module Controller referencing a Target
controller works fine, in my case the issue was in disabled Module controller
which looks to the old target name. So revise your plan, remove/adjust disable
items and try again
