This came about in our cluster when we started having significant spark resources as well as druid resources on the same mesos master, with the desire being figuring out "how many cpu cores is spark using, and how many does it have available."

In the spark stand-alone cluster view, it was easy to determine the total pool of resources available and scale up and down appropriately (this is in a cloud env)
