Proposed patch to fix the problem.

css::ucb::IOErrorCode_GENERAL is specified to xRequest passed to
FileDoesNotExistFilter::handle method when description.xml file is not found on
Linux environment.
This problem is not there on OOo 3.2.1. Maybe there is ucb changes between 3.2
and 3.3, I have not checked. To modify the UCB might be make problems somewhere
else.
