Classification of HTTP Clients

Hello,

Is there a certain procedure we follow for the classification of HTTP
clients? That is, wget, curl, python, winhttp, etc. Personally, I would
like to see them in the group of SEO agents. (See DMAP-103
<https://issues.apache.org/jira/browse/DMAP-103>.)
