Given a Process Group present on the NiFi UI canvas and a user that has "operate the component" access granted for the canvas but *not* "modify the component" access, the "Stop"/Start" operation controls are disabled in the UI if the user clicks on the Process Group:  !cannot_operate.png! 

If, however, the user clicks off the Process Group, the controls become active again: !can_operate.png! 

Right-clicking the Process Group allows for the "Stop" operation to be selected from the menu; navigating into the Process Group and *not* selecting any components on the canvas allows for "Stop" to be selected from the main UI control panel.

This is confusing - if the user has "operate" permission for a component, they surely should be able to Stop it via the main control panel (I agree that disable/enable controls should be unavailable as that would be a component modification, but start/stop is an operation).
