QPID-3199: Candidate for 0.10?
This is a potentially bad bug that would be hard to find if we ran into
it.
Technically it's not a regression so it shouldn't really be a blocker,
however I feel it would be pretty hard to diagnose the symptoms of this
bug and the fix seems self evidently safe (to me) so I'd like to include
it in 0.10. Especially if we have to respin.
