The usecase that drove this jira is satisfied with the jersey service functionality.

> Currently a couple - mostly POC code - implementations of identity assertion providers do a pivot and return a response to the client. We need a provider role of pivot and then to move these implementations to that role. Alternatively, we could consider a separate dispatch that actually internally "dispatch" the request to a co-located JAXRS service. There may actually be usecases for both pivots and jaxrs dispatches.
