[classlib][beans] missing constructors for XMLDecoder

The current implementation of java.beans.XMLDecoder class does not include the mandatory constructor XMLDecoder(InputStream, Object, ExceptionListener, ClassLoader) that was introduced in Java 1.5. The attached patch contains the implementation for this missing constructor. I also attach the patch with the corresponding test. Please note that this is the last Java 1.5 API violation for beans. If this issue is fixed and HARMONY-1466 I filed yesterday is fixed then we will get 100% coverage of 1.5 API for beans.
