[VOTE] Release Apache ActiveMQ Artemis 2.44.0

Hi folks,

I would like to propose an Apache ActiveMQ Artemis 2.44.0 release.

Highlights include:
 - [ARTEMIS-5711] - Enable support for building and running on Java 25
 - [ARTEMIS-5723] - Add a setting to disable HTTP/2

Built from source locally.
Built container image using the 2.44.0 broker together with alpine temurin 25.
Tested console and basic broker functionality using container image.

Tested the overall broker with Java21 and Java25. Validating if CLI is
working. Also built from the downloaded sources.

I checked things over as follows:
- Verified the signature + checksum files.
- Checked for LICENCE + NOTICE files in the archives.
- Checked licence headers in the source archive by running:
  "mvn apache-rat:check"
- Verified the build reproducibility using tools at Reproducible Central.
- Ran the Qpid JMS 2.9.0 examples against a broker from the binary
  archive running on JDK 21 and JDK 25.
- Gave the management console a use on JDK 21 and 25.
- Ran the source build and AMQP integration tests on JDK 25 with a
fresh local repo using:
