In Struts 1.1, the detail init parameter is ignored.  Logging detail for Struts
itself, and the Commons packages it relies on, are all based on the Commons
Logging package as documented at:

    http://jakarta.apache.org/commons/logging/api/

The JavaDocs for ActionServlet (and the user's guide if any) need to be updated
to make this a little clearer.
