[ATTN] Dropping regular patches for CXF 2.3.x

The CXF developers had a discussion earlier this week on the dev list about 
the status of CXF 2.3.x.   With the release of CXF 2.6.0, we will soon be 
maintaining 5 branches (4 fixes branches and trunk) which is a bit of a 
burden.   Thus, we have decided that the next release on the 2.3.x branch 
(2.3.11) will be the last planned release on that branch.   Users are 
strongly encouraged to upgrade to a newer version of CXF (preferably the 
latest: 2.6.0 :-)  )  to continue getting fixes and enhancements.
