libtool scripts update & branches reorganization

libtool scripts in tclconfig/

U    trunk/tclconfig/depcomp
U    trunk/tclconfig/compile
U    trunk/tclconfig/config.guess
U    trunk/tclconfig/config.sub
U    trunk/tclconfig/ltmain.sh
U    trunk/tclconfig/install-sh

have been updated in each currently maintained branch: trunk,
branches/2.1, branches/modular

I haven't merged these files in branches/threaded-mpm (which uses cmake)
and in branches/apreq-multipart (which we should consider to remove). I
created this branch and did no development at all on it, as you may
verify from 'svn log --limit 4 branches/apreq-multipart'
