test(nameserver): pin the registry create contract

CreateNameserverRegistryDTO registers a NameServer cluster. It had no test. This pins: the name and address are required and bounded, and the k8s discovery fields are optional but bounded (128 each).

- New tests on unmodified code: **3/3 green**, checkstyle clean.
- Regression only (annotation bounds).
Restored: green.
