Log:
Expect that the upgrade of an issue #2530 working copy fails with a specific
error instead of expecting it to pass, but marking it XFail.
* subversion/tests/cmdline/upgrade_tests.py
(do_x3_upgrade): Allow providing an expected error.
(x3_1_4_0): Expect a failure.
