GEODE-5667: Fix manual-start default value (#2822)

- Fixed minor warnings in test classes.
- The `create gateway-receiver` command now sets the `manual-start`
property as `true` when the parameter is specified without a value.

> The "--manual-start" option for the `gfsh create gateway-receiver` command, when specified without a value (=true or =false), should set manual-start=true.
> Current behavior is that if specified without a value, the parameter is set to null, which invokes the system's default behavior, which happens to be `false`.
> This is counterintuitive to the user, who (I'm certain) would expect `--manual-start` to result in the parameter being set to `true`.
