[ANNOUNCE] Apache ActiveMQ 5.13.3 Released

Hi Everyone,

The Apache ActiveMQ team is pleased to announce that version 5.13.3 has
been released.

This release contains over 25 improvements and bug fixes found since the
5.13.2 release.
