new TDK and Torque snapshots

torque changes:
* hsqldb should work again
* postgres support for binary datatypes fixed
* TorqueSQLExec task is fixed: stops different idtable-init.sql files from deleting each other's
   entries.
* Torque throws TorqueExeptions instead of Exceptions now

turbine-2 changes:
* Backport of functionality from Fulcrum's LocalizationService.
