Why are JSP files locked ?

Hi all,

I'm running v 4.0.4 on WinNT 4 and my jsp files are beeing locked so I
cannot update them using CVS with a runnig Tomcat.
In a produktive environment it seems to be good and secure but while in
development this is very annoying.

Is there a way to stop Tomcat from locking my jsps?
