   Not really. Dockerfile.ci is "development only" and in the CI image we alwasys have "upcoming-version.dev" (2.3.0.dev currnetly) this is the version that is "coming" and we change the version there only when we branch-off `main` to a new "pre-release" branch. So when new `v2-3-test` branch is created, we will rename it in `main` to 2.4.0.
