opened a "Maven Evangelism" JIRA project

Hi,

I've added a new project to JIRA for tracking bad metadata in the
repository. Feel free to file tasks here:
http://jira.codehaus.org/browse/MEV

What we'll do is try and make some fixes locally if urgent, and ask the
original developers to improve their source code if they are a sync.
