The current signature is

<X> void collect(OutputTag<?> outputTag, StreamRecord<X> record)
{code}

which can be improved to
{code}
<X> void collect(OutputTag<X> outputTag, StreamRecord<X> record)
{code}

This is probably leftover from an intermediate stage of development.
