   ### Description
   
   changes:
   * set encoding for files read by license and notice scripts to prevent funny python errors
   * split `distribution/bin/generate-license.py` into `distribution/bin/generate-binary-license.py` and `distribution/bin/check-licenses.py` 
   * `distribution/bin/check-licenses.py` is now run when `-Papache-release` is used in `distribution`
   
   I did not spend much of any time trying to refactor or clean up these scripts to minimize overall changes.
