[I] Default Python version for Docker image inconsistent between build config and docs [airflow]

   ### What happened and how to reproduce it?
   
   The Dockerfile and several doc files reference Python 3.12 as the default for the Docker image, but `global_constants.py` has it set to 3.13. It looks like `upgrade_important_versions.py` has its own hardcoded constant (`DEFAULT_PROD_IMAGE_PYTHON_VERSION = "3.12"`) that didn't get updated when the image default moved to 3.13.
   
   ### What you think should happen instead?
   
   The docs and Dockerfile should reflect the same default Python version as `global_constants.py`. It might also be worth having the upgrade script pull its value from there instead of keeping a separate copy, to avoid this kind of drift in the future.
