Put HelloServer.jws directly in the axis folder, not in axis\web-inf\classes

I've installed Axis beta1 with Tomcat 3.2 under IIS 4. I 
carefully read the Axis installation guide but when I try 
to call my own Web Service I got the following error :

The HelloServer.jws file is in the folder : 
TOMCAT_HOME\webapps\axis\WEB-INF\classes
 
Have I missed something ?
