[ANNOUNCE] Carl Steinbach joins the IPMC

Hwæt! The Incubator PMC has voted to offer membership to Carl Steinbach,
who has graciously accepted.

Carl is a long-time Apache contributor, currently serving as VP of the
Apache Hive project.

Welcome Carl.
