With the sunsetting of the gc executor, an OOM will cause the task status reported in the observer to be 'ACTIVE'.  The observer has the smarts (using psutil) to detect whether the reported active processes are actually running.  If they're not, consider putting a 'warning, this task may have been killed uncleanly' or something along those lines.
