Mold 2.31.0 claims performance improvements and a reduction in the memory needed for linking. See [https://github.com/rui314/mold/releases/tag/v2.31.0] and [https://github.com/rui314/mold/commit/53ebcd80d888778cde16952270f73343f090f342]

We should move to that version as some developers are seeing issues with high memory usage for linking.
