I think that this change would be useful. However, I would prefer to avoid cluttering the actual policy document with discursive material which are not rules. So, I'd prefer for this to be handled mainly in the guides and roles/responsibilities documents.

One point that might be difficult to explain is about the precise relationships.

In the end, the IPMC is responsible to the board and membership for the oversight of all podlings. The buck stops with us which is why IPMCers are the ones with binding VOTEs. The IPMC relies on mentors to provide oversight for each podling and early warning when things are going wrong. 

To avoid closure a podling needs to act responsibly. This means paying the same attention to the source committed as any other committer should.

To graduate from the incubator, a podling needs to demonstrate the ability to self govern. So, though the IPMC is responsible for oversight, a PPMC needs to start demonstrating oversight. The relationship between the PPMC and the IPMC needs to develop into a similar pattern as the IPMC has with the board.
