partially fixed:  code now at least can deal with incoming URLs containing # fragments.  I.e. the utility code that parses this now recognizes the fragment portion separately from the parameter portion.  The thing is that that fragments in URLs are essentially thrown away/ignored as the portlet spec provides no way to encode them into the generated URL.
