[VOTE] Release Apache.NMS.ActiveMQ 1.4.1

Hello

This is a call for a vote on the release of Apache.NMS.ActiveMQ v1.4.1.

This is a patch release that addresses a critical issue found in the
1.4.0 release that can cause an exception to be thrown when a Session is
created, also a fix to the Failover Transport's Backup transport
creation code is applied.
