I can't find the answer on Wiki.
Is OpenOffice able to import Powerpoint 3.0 presentation (rather old format, I know...) ?

For such an old version you will have to try. Support might be absent or 
incomplete, but development will focus on improving the import filters 
for more recent versions of PowerPoint.

If you don't want to install OpenOffice just for trying, you can use the 
portable version available at 
http://www.winpenpack.com/en/download.php?view.1341
