[PATCH] project_packages.html upgrade to 1.1.0-rc3
We are using 1.1.0-rc3, not 1.1.0-rc1.

It _says_:
All users are advised to upgrade to 1.0.6 or 1.1.0-rc1
According to you, it _should_say_ something like:
All users are advised to upgrade to 1.0.6 or 1.1.0-rc1 or later
Why didn't you use your energy on project_packages.html instead of

Ah, I see.
Well, I applied Jostein's suggested change, not realizing there might
be a reason to leave the recommendation at 1.1.0-rc1. There are now
three of us interested in the change, all able to commit to fix it.
I'm totally neutral on the question, and am happy to leave it as it
is, and also think it doesn't matter much. But if anyone wants to
revert it, that's fine too.
