Problems with installing mod_dtcl.so under NT

Hello, after hours searching for a solution in Weg, i try this way.

I download the Win32 distribution  for NT (11/05/01). I copy the file
mod_dtcl.so into the modules path of my installt Apache Version 1.3.19 and
alterd the http.conf with LoadModule dtcl_modul modules/mod_dtcl.so.

Then I start the test for the conf file and got the message, that the module
can not be found.

Maybe someone can help me
