drag and drop from one layout to other can not saved at a nested

Use the Move Content Fragment REST API and provide the layout Parameters
can't move a portlet fragment from different layouts;

Yes this is a known issue -- we were planning on addressing it in the
next release. Right now 2.2.1 does not support customizing of nested
layouts
