Re: JIRA Config
I'm only familiar with the Cassandra jira workflow. I like that and
think it's a good fit for Kafka. But I don't want to speak for everyone.

And for what it's worth part of the reason I like that jira workflow is
for review-then-commit. (ie there is a Reviewer field.)
